Commercial Casinos in Ohio

Four venues hold a casino licence from the Ohio Casino Control Commission, and they are the only places in the state where a live dealer runs a table. Blackjack, roulette, craps and poker sit here or nowhere.

Their locations were not left to the market. The 2009 amendment to Article XV, Section 6 of the Ohio Constitution authorised exactly four casinos and wrote the host cities into the text: Cleveland, Columbus, Toledo and Cincinnati. That is why the map shows a gap across most of the state's south and west, and why no fifth commercial casino has opened since.

The racinos in Ohio came through a different door. Seven racetracks hold video lottery terminal licences issued by the Ohio Lottery Commission, not casino licences, which is why the state ended up with two venue classes answering to two different regulators.

On the floor the difference is concrete. Racinos in Ohio run VLTs and electronic versions of table games, where the result is determined by the machine. What they cannot offer is a dealt table. All seven also still race, which is the older half of the business and the reason the buildings are where they are: harness racing at four of them, thoroughbred racing at Belterra Park, JACK Thistledown and Mahoning Valley.

Ohio Indian Casino: None in the State

There is no tribal casino in Ohio. No federally recognised tribe holds reservation land in the state. The Indian Gaming Regulatory Act, the federal framework that creates Class II and Class III gaming, therefore has nothing to apply to here. Every Ohio venue is licensed by the state instead, either by the Casino Control Commission or by the Lottery Commission.

The venues cluster around the state's metro areas. Three counties hold two each, and each of those three pairs a commercial casino with a racino: Cuyahoga, Franklin and Hamilton. The remaining five sit one apiece in Lucas, Montgomery, Warren, Summit and Mahoning.

What the Ohio casinos map shows most clearly is the empty middle. A broad band of the south and west has no licensed venue at all, which follows directly from the constitution naming only four host cities.

Ohio Casino Market Overview

The market took shape in two stages. Commercial casinos arrived by referendum in 2009 and opened between 2012 and 2013; video lottery terminals at the racetracks followed under the Lottery Commission's separate authority, which produced the two-class structure the state still has.

One detail from that period still distorts published listings. When VLT licences were granted, some of them moved instead of staying at the track that held them: Beulah Park in Grove City and Raceway Park in Toledo both stopped racing in 2014 as their licences shifted to purpose-built facilities elsewhere.

So a racino's gaming floor and the racetrack beside it can be decades apart in age. A listing that prints one "opened" year for such a venue is usually reporting the track, not the floor, and rarely says which.

Two of the tracks caught up in that period stopped racing altogether, and the venues that replaced them are covered in Ohio racetracks that no longer run.

Sports betting is the newer layer and sits outside this list of casinos in Ohio entirely. House Bill 29 legalised it in December 2021 with a single statewide start date of 1 January 2023. Online casino games remain unauthorised in Ohio.
