Electronic Table Games in Ohio: What the Machine Settles and What It Cannot

Published

An electronic table game settles its own result. That single sentence is the whole distinction, and it is the reason seven Ohio venues can offer something that looks like blackjack while being barred from dealing blackjack.

A racino holds a video lottery terminal licence from the Ohio Lottery Commission. In Ohio law, a video lottery terminal is a lottery product, so the outcome has to be produced by the machine in the same way a scratch ticket’s outcome is. An electronic table game is a terminal with a card or wheel theme on the screen. A dealt table needs a person to deal it and a casino licence to permit them, and the Lottery Commission cannot issue one.

Comparison table of an electronic table game against a dealt table across who settles the result, whether a decision can be reviewed, where the rules live, pace, and how many Ohio venues offer each.
The five differences that follow from who produces the result.

What This Looks Like on a Floor

At Scioto Downs, MGM Northfield Park or Miami Valley Gaming you will find cabinets labelled blackjack, roulette and sometimes craps or baccarat. Several are built as a shared table with a screen in the middle and seats around it, which reads at a glance as a pit. Some install a large physical roulette wheel that spins for real, with betting handled entirely at terminals.

The wheel spinning is not the test. The test is whether a licensed dealer is running the game and paying the bets, and at all seven racinos the answer is no.

The Three Things That Actually Change

Nobody can be asked to change a decision. A dealer misreading a hand, a floor supervisor adjusting a payout, a courtesy on a mis-called bet: none of that exists. The terminal’s result stands, and staff have no route to overturn it.

The house edge is fixed by the machine’s configuration, not by the rules posted on a felt. Two cabinets in the same room can run different paytables for a game with the same name. On a dealt table the rules are posted, uniform for the table, and the same for every seat.

Table etiquette does not apply and neither does table pace. Electronic games run at the speed the player presses, which is usually faster than a dealt game. Anyone who has budgeted an evening by hands per hour will find the arithmetic different.

Why Some Visitors Arrive Expecting Otherwise

The signage is the main culprit. A racino advertising “table games” is not lying, because electronic table games are table games in the ordinary sense of the phrase. Aggregator sites and map listings then compress that to “table games: yes”, which a reader reasonably takes to mean a pit.

Belterra Park attracts this more than most, because it carries a casino-sized floor and a racetrack and sits twenty minutes from a venue that does deal. Staff there cannot produce a dealer, and no amount of asking changes the licence.

Where the Dealt Games Are

Four venues in Ohio may deal: JACK Cleveland, Hollywood Casino Columbus, Hollywood Casino Toledo and Hard Rock Casino Cincinnati. The 2009 constitutional amendment named those four cities and no others, which is why the number is four rather than a function of demand.

A Detail That Trips Up Comparison

Machine counts published for racinos usually include the electronic table positions, and machine counts published for commercial casinos usually do not include dealt table seats. So a raw “machines” figure flatters a racino against a casino of similar size, and a raw “tables” figure excludes a racino’s electronic tables entirely.

Neither number is wrong. They are counting different things, and almost nothing that republishes them says which.

Electronic table games ohio: common questions

What is an electronic table game?

A terminal with a card or wheel theme on the screen that settles its own result. No dealer is involved, and no member of staff has a route to overturn the outcome.

Is the house edge the same as on a dealt table?

Not necessarily. It is set by the machine's configuration, not by rules posted on a felt, and two cabinets in the same room can run different paytables for a game with the same name.

Why do some racinos have a real spinning roulette wheel?

Because the wheel is not the test. What matters is whether a licensed dealer runs the game and pays the bets, and at all seven racinos the answer is no.

Does “table games: yes” in a directory mean there is a pit?

Not at a racino. Electronic table games are table games in the ordinary sense of the phrase, and aggregator listings compress that to a yes, which a reader reasonably takes to mean a dealer.
